The Save Project Data and Save Project Data As options are always enabled unless your UNICOM Intelligence Interviewer installation is configured to encrypt data, and the specified running user does not match the currently logged in Windows user.

The Save Project Data and Save Project Data As options are always enabled when a running user is not specified during UNICOM Intelligence Interviewer configuration, or when data is configured to be left decrypted (not recommended).
