Activation permissions
Project does not exist in the Distributed Property Management (DPM) server
If the login user is assigned the canCreateProject activity feature, the user can activate the project (otherwise the user cannot activate the project).
Project exists in the Distributed Property Management (DPM) server
If the login user is the owner of the project, the user can activate the project. Otherwise, the following rules apply:
If the project is not assigned to the login user, that user cannot activate the project.
If the project is assigned to login user, a check is made to determine if the project is currently locked by login user. If yes, the user can activate the project, otherwise a check is made to determine if the user is assigned the canUnlockProject activity feature. If assigned the canUnlockProject activity feature, the user can activate the project (otherwise the user cannot activate the project).

The Activate button is disabled when unable to activate a project. Activation information is located in the UNICOM Intelligence Desktop log file.
