Creating and defining a UPI code
Section 53.8 of A-11 requires agencies to create a unique project ID for each IT investment. The last 6 digits of this ID should reflect the IT investments primary mapping to the BRM.
For investments that support one of the five line of business (LOB) task force investments, agencies must use the codes designated by OMB as defined in section 3.1.3.4.
In addition, the unique project ID on the Exhibit 300 should be the same as the one reported for the investment on the Exhibit 53.
This is a description of the number coding sequence of the UPI:

Digits 1 – 3 are are your agency (USDA) code

Digits 4 – 5 are digits are your bureau (USDA agency) code. If this is a department only reporting, use 00 as your bureau code.

01 = Part 1. IT Investments by Mission Area
02 = Part 2. IT Investments for Infrastructure, Office Automation, and Telecommunications

04 = Part 4. IT Investments for Grants Management Systems

Digits 8 – 9 are the mission area. Assign a unique code for each mission area reported.

Digits 10 – 11 indicate your agency’s type of investment. Select one of these codes according to the type of investment you are reporting:
01 = Major IT Investments (see definition in Section 53.3)
02 = Non-major IT investments (see definition in Section 53.3)
03= Non-major IT investments that are part of a larger asset and for which there is an existing business case for the overall asset. Description of the IT investment should indicate where the 300 for the major asset can be found.
04 = Major IT Investment that represents a joint effort for more than one agency. Use the 04 indicator to identify projects where the business case for the major IT investment is reported in another agency’s Exhibit 53. Description of the IT investment should indicate where the business case can be found.

Digits 12 – 15 identify a specific IT investment. If a new project is added to Exhibit 53, locate the area of Exhibit 53 where you are going to report the IT investment and use the next sequential number as your four-digit identification number.

Digits 16 – 17 identify which part of the investment you are reporting. Select one of the following two-digit codes according to what you report on the title line:
00 = Total investment title line, or the first time the agency is reporting this particular investment. If this is one of the PMC E-Gov initiatives or an individual agency's participation in one of the PMC E-Gov initiatives, this two-digit code should be “24”.
04 = Funding source or appropriation
09 = Any subtotal
Creating the last six digits of the UPI code
Digits 18 – 23 are represent the LOB, and sub-function that the investment best supports.
Let us take a closer look at the steps associated with the creation of the last six digits of the UPI code. You will define the UPI code, based on the Primary Sub Function (Payments) you specified in the investments definition created earlier.
1 Identify the appropriate primary Line of Business and Sub-function ID. Agencies should use the definitions of these elements in the BRM section of the FY06 Consolidated Reference Model document or in the appendix of this document, along with an understanding of the programs and processes the IT investment supports, to identify the appropriate primary BRM mappings.
You already mapped the Investment definition to the Primary Sub Function named Payments earlier.
The Line of Business mapped to the Payments Sub-Function is Financial Management. The Financial Management Line Of Business ID is 402, and the Primary Sub Function ID for Payments is 126.
2 Identify the appropriate digits for the Unique Project ID code using the FY06 BRM codes. For more information about identifying and locating the Unique Product ID code associated with the BRM, view the FEAPMO website.
Now you are ready to create a UPI code.
3 Open the Investment A definition that was created earlier. On the Introductions Tab enter the following UPI in the UPI code field:

Enter the numbers without any spaces or hyphens. The UPI code field fits only 23 characters.
The last six digits must match the Line of Business and Sub function ID that was added in the Investments definition.
4 Click OK to close the Investment definition.
Later in the tutorial, you can run a UPI consistency report that corresponds to the last six digits of the UPI code.
