You can build required information into your architecture and then generate the StV-3 Capability Phasing report to represent the planned or current availability of military capability at different points in time or during specific periods of time. The report analyzes Project data (from the AcV-2 view) to determine when Resources providing elements of military capability are to be delivered, upgraded, and withdrawn.
The Resources identified are structured according to the required capabilities, which are determined in the Capability Taxonomy (StV-2) View, and the appropriate time scales or periods of time.
An StV-3 report can be used to assist in the identification of capability shortfalls (no fielded capability to fulfill a particular capability function) or capability duplication (multiple fielded capabilities for a single capability function). Where a capability cannot be equated on a one-to-one mapping with a particular Resource, further analysis can be assisted using the information provided in a Capability to Resource Deployment Mapping (StV-5) Matrices.
To build information into your architecture and generate the StV-3 report
1 Create Capability definitions.
2 Use the StV-5 Capability to Resource matrix to relate Capabilities to Resources.
3 To relate one or more Resources to one or more Acquisition Projects on the AcV-1 diagram, draw an Implements line from each Acquisition Project to each respective Resource; then save the diagram.
When the diagram is saved, the Resources property in each Acquisition Project is automatically filled in with the appropriate Resources.
4 To specify Milestone dates of the Acquisition Project in its definition, do one of these:
•Open the Acquisition Project definition; then specify the Milestone date.
•Draw Milestones on the AcV-2 diagram.
You can also specify the Following Colour property for each Milestone date in each Milestone’s definition, which is accessed through the Acquisition Project definition.
5 To generate the report, click Reports > MODAF Reports > StV-3 Capability Phasing Report.
6 In the dialog box that opens, specify Start Date, End Date, Timescale Units, and Interval; then click OK.
The Capability Phasing Report opens in a Microsoft Excel spreadsheet. The report contains the name of each Resource related to a Capability in the appropriate cells of the spreadsheet, per each Milestone Date of its related Acquisition Project. Each cell is colored with the Following Colour property of each milestone.
