Creating NCV-1 Capability Vision definitions for NAF 3
As part of the NCV-1 Capability View of NAF, you establish a Capability Vision. The purpose of a Capability Vision definition is to provide a strategic context for the capabilities described in the architecture. The Capability Vision also provides a context for you to specify the Enterprise Goals and Enduring Tasks that are needed to realize it.
The Capability Vision is created for each phase of the Enterprise Architecture. The Capability Vision definition provides a high-level scope for the architecture that is more general than the scenario-based scope defined in an NOV-1 High Level Operational Concept diagram.
The NCV-1 View is high-level in nature and does not specify the success criteria for an Architecture. NCV-2 provides metrics against each capability which may be used to measure successfully fielded capability.
A Capability Vision will begin by describing the high-level concept. This concept will then be further expanded by describing the high-level operational goals and strategy in military capability terms. As a general rule, the NCV-1 View is not intended to specify the system requirements, or even the user requirements. Rather, it has the role of setting the scope for the Architecture in terms of future or current military capability vision.
The information contained in a Capability Vision is most likely to have originated from operational concepts and research communities. The information will provide guidance on future capabilities and allow equipment capability specialists to identify future needs. The exception to this is when a NAF Architecture is used to analyses an existing system. In this case, the NCV-1 role changes slightly to define what the original capability vision for the system was, and what capabilities are to be realized by the integration or upgrade.
