An issue can be associated with either a project or a portfolio. An issue should describe the problem and always has an assigned resolver who is responsible for resolving the issue. A risk can be handled as an issue. If there is a risk associated with the issue, it will be displayed in the Related Risks attribute.

The change request can be created either during the project proposal planning or during implementation. It should be approved by an authorized person before the correction is made.
