TOGAF specifies that you should draw up an Architecture Contract in the Preliminary Phase of building an Enterprise Architecture, and have it approved by executives in charge of the effort.

It establishes buy-in of EA, and sets forth an agreement for what the Enterprise Architecture will contain.
