Ordering and laying out USRPROPS.TXT changes

Although all entries in USRPROPS.TXT are optional, you should follow a similar layout as the property set CFGs, adding a RENAME command section, if used, to the top of the file. The general ordering of sections for USRPROPS.TXT should be as follows:
